    This Bugatti Veyron 16.4 was spotted outside the Hôtel Majestic Barrière in Cannes. It is registered in Kuwiat. Note the next to 100% tint on the windshield! That cannot be legal.

In middle east, and if ur a royal, politician or any thing of that kind, ur cars are automatically tinted! And from previous experience with licences and what cars belong to who in the middle east....this belongs to either, Al Sobahh, Al Ghanim or Al Khourafye....They own Kuwait!
