@Mtweedel13, glad I could help sort this out for you. Also, enjoy Tokyo! It is an unbelievably awesome place. If you can, visit Roppongi Hills and Aoyama. If you wanna go spotting, go there. Roppongi is best from 12pm till about 6pm, and Aoyama is good all day round, especially 4pm to 6pm if you wanna hopefully see the one of Turqoiuse Agera RSR. If you wanna know more, just message me. I went to Roppongi 3 times, as well as Aoyama. It was incredible.
This happens a lot in Tokyo @Mtweedel13, and @KennyMK6R. It's a pull over point/rest point sort of thing on the side of the highway, which is known to often have some good cars there. This happens a lot, basically every day, it's not part of a show or anything, not part of a meet up or whatever. It's legit.

I can understand that, yes it looks like show or some event.
This was taken at the parking lot on the highway, some exotics gather individually every day.
I strongly recommend you to visit those place if you have chance.
Pls check "Tatsumi parking" or "Daikoku parking" at google.
I'm sorry to do this, but I have doubts about the legitimacy of this shot. No one spots a 246 Dino normally, especially in Japan, with other exotics surrounding it, including another Ferrari. The group of people standing around also sort of tips me off. It's an amazing shot, but unless this was a photoshoot, or if there is an explanation for this, I think this might not be legitimate.
