As for spotting, anywhere near Rush Street and also the streets by Trump Tower normally have good spotting. Specific hotels I'd check include the Four Seasons, Waldorf Astoria (security can be a little rude sometimes but sometimes there's some insane stuff coming out of the garage there), Trump Tower, the W Hotel, and the Intercontinental. For restaurants, check out Gibson's, Hugo's Frog Bar, Carmine's, and I forget the others lol.
Also if you have time, head to Lake Forest Sportscars to see a Koenigsegg One:1, Pagani Huayra, Ferrari Sergio, McLaren P1, Ferrari LaFerrari Aperta, and so many other insane cars.
