Transport mode is the equivalent of putting your computer in "sleep" mode. It saves the battery from dying over long periods of inactivity. It pretty much restricts the use of all electronics in the car. It is first put in transport mode by the factory and then once the car is purchased by a customer the dealership will take it out of transport mode either by plugging a fuse in or by pressing a series of buttons in a certain order.
Chances are they were taking the car out of transport mode. I don't know about Ferrari's but a lot of cars to take it out of transport mode you need to plug a fuse in.
Probably not broken. It is probably getting dropped off or delivered because Ferrari of Beverly Hills is less than a block away from where this picture was taken.
