So I saw a car the other day, it's an old Porsche Carrera RSC which is the Cup (race) version of the very rare RS but I can't even find any info on whether it exists or not. The guy said it was real, so is it just that rare?

Judging by the badge on the back of the car, it's a 912C.

He said it's a Carrera RS Cup. The Carrera RS is almost $1M.

It certainly isn't a Carrera RS, and it does appear to be more like a regular Carrera.

He's lying. People tend to do that. That's like the cheapest 911.

Meh, it's a 912, which is just the cheaper four cylinder version of the 911.
