Also in most states cars become exempt from safety and emissions rules after they are 25 years old but in CA that is not the case. That can become an issue for people that have imported cars or taken the catalytic converters off of older cars and then try to register them in CA.

How do heavy polluting vehicles get by the tests? (Semis, Hummer H1's etc)

New government regulation forces semis to put on filters now so they don't pollute too much. Older diesel trucks are exempt from regulation. My uncle has a diesel chevy from the early 2000s and that thing will cover your entire car with black smoke if you piss him off while he's driving next to you. Passes emission just fine though, that might be the same for the hummer. Then you have all the ricers and sports cars that go catless. DMV will not pass you and you'll be forced to pay up until you get a cat back on. For that, you need to go to a special place to have your car checked. There's some indian guys running one near me, costs about $25-50 more than DMV but saves you lots of headache.

I had heard the MC12 is/was illegal in some states because it doesn't have a rear window.

The MC12 was never originally legal anywhere in the US but it was accepted for the show and display license so it should be legal everywhere now without issue as long as the owner follows the rules they are supposed to.

Lucky! All the smog shops here used to be that way but now they have cracked down and they are very strict now. Lots of the smog people apparently would just take bribes and pass everything but not anymore.

The $25-50 extra you pay here at small shops in NJ is most definitely a bribe and it gets you far over here. The DMV in NJ is just as retarded as it is in California I'm sure. I've heard horror stories of people being rejected, forced to pay fines and get the issue fixed before returning only to get rejected again because they "missed something." Here you get fined every time you fail, it isn't based on how many things are wrong, so it becomes quite costly if you keep failing.
