They aren't but some get in under S&D licenses. I know there was one in New York but the owner passed away so I have no idea where it went.
They are not exempt under the show and display license. I know the yellow one in CA was on dealer plates so it was exempt and that someone else convinced the DMV that it was a kit car they made themselves. There was one with foreign plates on the East Coast for a while but I don't think it is still there. You can legally drive any car in the US on foreign plates for up to a year.
