I don't know the others besides the license part because well, i don't live around Scottsdale.
But for a license in the U.S., it's actually pretty easy. That's why we have a load of dumbshitttt drivers who have absolutely no idea what the hell is going on.
However, like many states, you do need to be living in that state for at least 7 months i think (or is it 12.. i don't remember. too long ago)
You'll need 2 documentations like Passport, birth certificate etc.
You're Social Security number, which i don't know how it applies to out of country residents.
And the basic Vision, knowledge and driving exams.
If you meet all the requirements to get a license in that state, it's actually easy once you start the process, though it could take a few weeks.
