Today I saw a BMW 1M at a dealer but the owner pulled up in the car and parked in the Visitor Parking and walked in the dealer and was looking at a M3. Is that a legal spot?

The moment you mentioned the word "dealer" your answer is NO, it is not a legit spot.

but the car was not planned to be there, wasnt being serviced and was not fore sale

In my opinion, anything on the dealer grounds is not legal even if you didn't know about it.

2nd: Its a BMW at a BMW dealer
