I'm not sure, the Veyron Pur Blanc (1 of 1) has been spotted multiple times... But I wouldn't really consider it rare since the owner drives it around a lot.

There is a few one of one cars on the site so I wouldn't say there is a rarest car.

I saw a Type 72D Exige last summer, I'd venture that those are rarer. Monterey spots really beat most things. For example, Agera R, Huayras, SLR Stirling Moss, S7 Twin Turbo are all crazy rare to see in the US.
