It depends what people think "best spotting" means. In terms of concentration, Monterey during car week probably beats everything. In terms of the rarest stuff, Monaco wins.

I think over all for year round spotting I would say Monaco although I have never been there.

Yes I understand if that discounts it. But during that week it is a spotter's paradise.
And don't knock Carmel during the off-season, an LFA Nurburgring was spotted there a few days ago!

1) Monaco, far and away the best
2) Los Angeles/Beverly Hills
3)London
Miami is great as well and places like Hong Kong and Moscow where I've never been look amazing.
Let's not forget Dubai, there are huge combos there, we just have no photographers there :(

I would have to say Monaco, but since I don't travel that often (and because I live in Canada), I would have to say Niagara Falls(in the summer),and Toronto(Yorkville).
