Sam, those emails are spam lol. They have nothing to do with him.
It's because i signed up for the newsletter a couple years ago when they were giving away ObamaCare stickers if we gave them our emails. I'm not even on that but the stickers were cool and they messed up and sent me two. Lol

Again, fairly certain that was spam. Unless it was a .gov website or something like that, then it would make some sense of it not being spam, but even then it is possible for spammers to get your email from other sites.
