Lol, no!! You have to buy these plates (usually in an Auction). So basically, you could easily see Aventadors with very ordinary plates and ocassionally, Hondas & Toyotas with rare plates ;)
It's a matter of preference, usually, such plates are twice as expensive as the cars themselves! So not many opt for rare & expensive plates unless they are super-duper rich! :D

A 5 digit plate without any sequence or attention catching element. For instance, "12345" is still an awesome plate coz there's a sequence, also "55555" for example. But a 5-digit plate with numbers like "82709" is very ordinary =)

Sure! It's one-digit, which means it is bound to be expensive, and it is very close to "1" which is usually the most expensive number! :D
