it goes by year ... we get two numbers per year

like in 2009 the number started as 09 and 59

in 2010 it went to 10 then 60
2011 11 then 61
2012 12 then 62

so 62 is the newest

13 isnt out yet

also i heard drivers can skip the 13 plates
