I saw this exact Rdstr in a video on youtube. Google "reventon russia" and the video pops up in the search results of this exact car parked in this exact spot. That's a G Wagon in front of it, likely a security detail therein. G Wagons are popular support vehicles among Russian Oligarchs.

Since it St Petes, this might belong to Ramzan Kadyrov; althought his support vehicle of choice is the Porsche Cayenne. However, he does have a thing for cars, and already owns a Reveton Coupe. So adding a Roadster isn't too much of a stretch.
