It's a 1968-1988 Citroen Mehari. The color is Jaune Atacama which was only available between 1980-1988, so this one you spotted is late model years. The rarest verison is the Mehari 4X4 which are very easily distinguished by a specially made bonnet(hood) where the spare wheel is housed and are highly sought after.
