    Sorry for the mediocre shot I was in an Uber :(. But I’m pretty sure this is a Ghost Black Badge (or de-chromed normal Ghost) casually parked on the street near the Convention Center/CityCenter area. There was also an old Aston Martin Vantage on the next block.

I agree lol. I’ve actually seen a bunch of RRs with similar or maybe even the same wheels. Some have the RR logo on them and some are aftermarket. This one is aftermarket.
