This is indeed a Phantom II town car, called a Sedanca de Ville. This means that the rear compartment is fully enclosed, but can be open over the driver. r8lover is correct that the car would present a more elegant look if the front were opened, but you know, rain is rain after all. As to the coachbuilder, it could be any of two or three that built cars similar to this, Barker, Hooper, perhaps a couple of others.
It is very handsome. The only mistake evident is that the wheel discs (which cover the actual wire wheel) would've been painted to match the darker color, not the lighter. People do this in an attempt to make the car look less formal, and more sporty. But who the hell wants a Phantom II town car to look sporty?
